Brașov, September 10–12, 2025 – The Făgăraș Research Institute (FRI) contributed with the presentation “Mobilizing Civil Society in Emergency Situations” at the Regional Workshop on Cooperation between Local Public Authorities (LPA) and Civil Society in Emergency Management. This event is the first in a series of five regional workshops organized by the Department for Emergency Situations (DSU) and the International Organization for Migration (OIM), in partnership with the General Directorate of Social Assistance of Bucharest Municipality (DGASMB), the Federation of Non-Governmental Organizations for Social Services (FONSS), Rădăuțiul Civic, and FRI.
The conference brought together representatives of local authorities with mandates related to civil society and emergency management, as well as members of non-governmental organizations and other relevant stakeholders. The goal was to foster a shared understanding and develop effective cooperation mechanisms for responding to crises and emergency situations.
Over the three days, the agenda featured discussions and working sessions focused on:
- the history and development of civil society in Romania,
- legal frameworks and institutional challenges,
- national and international best practices for cross-sector collaboration,
- the role of LPA representatives in managing relations with civil society during emergencies,
- the dynamics of inter-institutional networks and the potential of creating a national network of LPA representatives,
- migration management and insights from recent crises such as the COVID-19 pandemic and the war in Ukraine.
The event concluded with the identification of concrete steps toward developing a collaborative network of LPA representatives (county councils, prefectures, city halls) with mandates to liaise with civil society, with a focus on experience sharing, effective communication, and coordination in emergency situations.
