Victor Cepoi este lector la Școala de Studii Sociale Avansate din Nova Gorica, Slovenia (SASS) și la Facultatea de Studii Informaționale din Novo mesto, Slovenia (FIS). A primit doctoratul în 2018 la SASS cu o teză pe tema Performanței regională în domeniul inovației. Interesele sale de cercetare includ: dezvoltarea regională europeană, performanța UE în domeniul inovării, capitalul social și metodologiile de cercetare. A fost angajat în mai multe proiecte internaționale.
Acestea includ două proiecte ale Programului Interreg Danube: High-performance Computing for Effective Innovation in the Danube Region (InnoHPC) și Fostering Innovation in the Danube Region through Knowledge Engineering and IPR Management (KnowING IPR). În plus, Victor a luat parte la mai multe proiecte cofinanțate de programul Erasmus +: Enabling SMEs to gain competitive advantage from the use of HPC, Boosting Innovation in Curricula Development of IT Programs in Palestine și Designstem: integrated design + STEM education.
